About the event

Welcome to the website of the 3rd ICAO NGAP & TRAINAIR PLUS Regional Conference which will be held at Pullman Bucharest – World Trade Center, Bucharest, ROMANIA, from 28 June to 30 June 2011.

This Regional Conference is organized by the International Civil Aviation Organization (ICAO) and hosted by the Ministry of Transport and Infrastructure (MTI) of Romania, Romanian Civil Aeronautical Authority (RCAA), National Airports Company Bucharest (CNAB) and Romanian Air Traffic Services (ROMATSA).

The aviation industry is challenged by a difficult economic context, changing demographics and new technologies with far-reaching potential. States are also facing similar situation with respect to human development and resource planning for the conduct of aviation safety oversight activities. This is especially critical as large contingent of the current generation of aviation professionals will retire, access to affordable training and education is increasingly problematic, and aviation competes with other industry sectors for attracting highly skilled professionals. In this context, it becomes urgent to propose a new regulatory environment for the recruitment, education, training and retention of the next generation of aviation professionals. Therefore, the 3rd ICAO NGAP & TRAINAIR PLUS Regional Conference is being held in preparation for the continued growth of the air transportation system and to address these challenges.

The objective of this Regional Conference is to:

Develop awareness and establish effective communication links at a regional level with States, regional organizations, operators, the industry, training providers and organizations, and students;

Provide a forum to exchange best practices and experiences on various NGAP related matters at the regional level; and

Reach out to the Next Generation: open a discussion link between ICAO, the aviation community and the students in order to target and better direct NGAP initiatives.

In addition to ICAO, presentations will be delivered by representatives from States, Aircraft Manufacturers, Academies and Aviation Training Organizations, Airline Industry, Air Navigation Service Providers, Maintenance Organizations, and other international civil aviation organizations. ICAO will take the opportunity of this event to present the new TRAINAIR PLUS programme, which is one of its important training programmes supporting NGAP initiatives.

This conference is very important for those in States, aviation industry and training activities, who are in charge of human resource planning and development. It will be conducted in English and Russian, and allow participants from the region to share with the rest of the world their concerns, their problems, their best practices and solution with respect to the aviation industries
